Looks like I had the right version, and it was working as designed..

The original problem was some bad permissions, which was preventing rsync from 
deleting.. which meant ftpsync wasn't completing.

After the permissions were fixed, there was a large collection of files that 
needed to be deleted which was triggering rsync's "--max-delete=40000".. which 
again meant that ftpsync wasn't completing.

It's now caught up, and the trace file looks proper.
