Sometimes it is desirable not to start a service directly at boot.
E.g. 

    $ grep -i enable.*= /etc/default/*
    bootlogd:2:BOOTLOGD_ENABLE=No
    firehol:1:#To enable firehol at startup set this everything != NO
    mon:6:ENABLED="no"                                                          
                                                       
rsync:8:RSYNC_ENABLE=false
    spamassassin:8:ENABLED=0
    spamassassin~:8:ENABLED=1
    sysstat:9:ENABLED="false"

SUGGESTION

Add option to /etc/default/apt-cacher-ng to control starting at boot:
The default value could be:

    ENABLED=1

And to not acyivate a boot:

    ENABLED=0           # or ENABLED=""
