Sometimes it is desirable not to start a service directly at boot.
E.g.

SUGGESTION
Add option to /etc/default/apt-cacher-ng to control starting at boot:
The default value could be:
ENABLED=1
And to not acyivate a boot:
ENABLED=0 # or ENABLED=""
