The man page contains the text:

 However, the rules for target names have been set to
reserve the \fB'%'\fP and \fB''\fP characters.

It's therefore unclear what is meant as the second character. This
problem appears to go beyond the man pages; the opengroup.org web page
of this documentation:

http://www.opengroup.org/onlinepubs/009695399/utilities/make.html

has the same problem. From the discussion, it seems that the second
character should be a backslash, which also gives a likely reason that
it has at some point disappeared!
