Hi,
libselinux1 priority shall be adjusted as high as is needed
before release. Indeed, we are waiting for packages to depend on
libselinux1 before having the overrides file edited.
In cases like this, it is inevitable that there is some slip
in between these processes, and it is perfectly acceptable for
packages to "lead" policy -- and we do know that SELinux support was
mentioned as a (minor) release goal for etch.
