I have similar symptoms to the other posters. uvesafb works fine as a
module, with "mode_option=1280x720". When I compile it into the kernel
proper and use "video=uvesafb:1280x720" it fails to have any effect. (I
can also use "1280x720...@60" - no difference.)
Output from dmesg for uvesafb is:

[ 6.340087] uvesafb: vbe_init() failed with -22
[ 6.340155] uvesafb: probe of uvesafb.0 failed with error -22
I'm happy to patch, change or tweak away, so let me know if there's
something else to try.
