The network on this system is brought up automatically by wicd, which is actually started by the initscripts earlier than chrony (@S20 as opposed to @S83), but I suppose Wicd is operating asynchronously, and logging on to the network with WPA and then getting an address via DHCP does take some time, so it may indeed be some sort of boot sequence issue, as Johannes suggests.
