The version of aptitude I'm about to upload to experimental uses pins as tiebreakers when solving dependencies. In particular: in the default configuration, you won't see lower-pinned versions until aptitude has exhausted all the solutions that don't involve them. Hopefully this will solve or at least mitigate your problems with pin priorities.
