I can't help much, but I've sent what I discovered to the other bug

Later today I'll try to send some patch to work around font problemes with
path-based svgs, but it won't help for files with (non-empty) text.

~/.unicode, no ~/.unicode/font.
There should be .sfd, .afm and pfa or pfb files there, not only
sfd. But I'm not sure it works even so.

I found some info on sfd at the skencil pakage manual
/usr/share/doc/skencil or so. I thik it's the same as this
http://www.skencil.org/Doc/usersguide-4.html

The mkfontdb.py program is in the /usr/share/doc/skencil
dir or thereabouts (see my message to the other bug).
