Running the GTK+ UI failed with a NameError exception:

NameError: free variable 'dialog' referenced before assignment in enclosing 
scope

This problem only happens when reportbug can not connect to the BTS, e.g. if an
invalid proxy is specified. It seems to call error_dialog() which crashes.
