I ran into this bug too, and I found a reasonably simple workaround (here for the benefit of others): # apt-get --reinstall install cron which will set up the symlinks again.
I agree that installing-and-disabling cron is bad. Either it should be installed (and enabled) or not installed at all. This is what I would expect on any server - virtual or not. -- Karl E.
