This works for me, so I'm putting the info in this bts entry:

[22:53] ~ => cat .devilspie/xosview.ds
(if
  (matches (application_name) "xosview")
  (begin
    (undecorate)
    (pin)
    (above)
    (wintype "dock")
    (geometry "64x64+1215+119")
  )
)

Devilspie doesn't approve of geometry relative to the right or bottom edge
(HxW-x-y). As an alternative way to handle xosview placement in xfce4, the
panel can be made to swallow xosview using a layer of indirection.

- xfce4-xfapplet-plugin can be used to swallow Gnome applets
- gnome-swallow-applet can be used to swallow an X window, including
  xosview or wmaker/afterstep docklets.

gnome-swallow-applet works for me when configured to run "xosview" and
swallow window name "xosv...@hostname". There are other minor annoyances
like xfce4-xfapplet-plugin eating up 100% CPU if X dies unexpectedly
(if it crashes or ctrl-alt-backspace is used), though, but that's a
different bug.
