Bug#528240: Providing a way to log what pkg-config does

I’d like pkg-config to be able to optionally log, if an environment
variable (say, PKG_CONFIG_LOG_FILE) is set, some information about how
it was invoked. A simple CSV format like the following would do the
trick:
        timestamp;requested name;requested version;/path/to/file.pc

It would help to determine automatically whether the build-depends of a
package are correct. 

I can prepare the patch so that it suits our needs, but I’d like to know
whether it could be accepted first.
