Deluge has now been split into a client and daemon. The default behavior for a new install in Debian is to use the "classic" interface style, in which the GUI and the Daemon act as a single application, but apparently old installs with an existing configuration will act as though the "new" mode had been selected. If you want deluge to keep to the old behavior, just follow the instructions on the FAQ[0]. This could be forwarded as a bug upstream to make old configurations which don't have the "classic_mode" setting to assume "true" instead of "false".
