I'm in the same situation with Kohei. My system is debian lenny, amd64 and locale is ja_JP.UTF-8.
The same error has occurred when updating addons. I found what is wrong. Simply URL is wrong. In my situation, Iceweasel Add-on Manager searches https://addons.mozilla.jp/firefox/ and tries to install same domain.
