 I can't reproduce it on my amd64 system.
$ LANG=C svn ls http://svn.debian.org/svn/pkg-subversion/
svn: Repository moved permanently to 
'http://svn.debian.org/svn/pkg-subversion/'; please relocate

This is same with version 0.28.2-6.1+b1 and 0.28.4 of neon27.

 This works for me as well. Can it be a configuration issue of
svn.debian.org ?

 Just an idea. Can you try with a vanilla kernel binary as well?
