I have no strong opinion either way; IIRC we started to include them because for some modules it does make sense (rare stable releases, bugs fixed in dev releases, ...) and it's easier to "see and ignore" dev releases than to just ignore them. But I'm also fine if we remove the _ from the group of allowed characters. As a side note for the pkg-perl group: If we skip dev releases in dh-make-perl we should also change scripts/packagecheck and probably some docs on the website that use the same line as dh-make-perl's created watch file.
