For future reference by myself, here's the bug:
(1) Find a package that's not installed, and that has a non-default
version.
(2) Flag the non-default version for installation.
(3) Undo (now the package isn't being installed).
(4) Selecting the package itself will now select the non-default
version. Looks like the candidate version isn't being reset
