Yeah, as you found, it's a neon bug, introduced around 0.28.4.
Other than downgrading neon, there are two other workarounds:
- Use the serf http backend instead. In ~/.subversion/servers:
[global]
http-library = serf
- Upgrade to a newer kernel (2.6.29 is fine)
