itcl3.1 is outdated, superseeded by itcl3 (and iwidgets4) and uses outdated tcl8.3 which is planned for removal. In addition, itcl3.1 has no more reverse dependencies and build dependencies after fv package was removed. Please, remove itcl3.1 from unstable and testing.
