Unreproducible in the sense that debbugs isn't sending you wrongly
encoded headers, which is what I understood you to be asking about
from your original message. Since you're just asking about why it
refuses to accept broken headers.

It does make it buggy, and it's certainly buggy to turn a Reply-To:
which doesn't have a realname into a Reply-To: which does.

We don't accept mail that clearly fails to comply with the appropriate
RFCs for various reasons, the first of which is spam. [Others being
that it's often not possible to do something sensible with the
message, so it's much more efficient to just 550 perm fail the
message.]
