The package refit is currently only allowed to build on i386 despite the
control file stating the architecture as i386 and amd64. As you can see
from the accept-email for the latest release, 
http://packages.qa.debian.org/r/refit/news/20090327T214705Z.html, the
maintainer currently uploads amd64 binary packages. I think the entry in
packages-arch-specific should also define amd64 as allowed architecture.
