Even that would probably not be sufficient, since mktemp is currently an
Essential package, therefore both apt and dpkg will refuse to remove it.
A transitional mktemp package that Pre-depends on a coreutils version
providing the mktemp binary is necessary.  Of course, the Conflicts of
coreutils with mktemp must then be removed.
