When looking for a distributor's ID, the code tries the lsb_release
module, the lsb_release command, the /etc/lsb-release file in order
until one is found, falling back to just "Debian".

Therefore the package is not strictly necessary for operation. OTOH
lsb-release is not a large package (especially compared to such
dependency as python) so the main downside of depending on its given
version would be the additional (small) obstacle/confusion with
backporting apt-forktracer to older/other distros.

So I think a versioned "Recommends:" should be fine. I'll add it on next
upload.
