I also think that your approach is better. However, the .deb
configuration scripts would need to make sure that the appropriate "Base
graphics" option is selected by default within OpenTTD. Also, it does
not cover SFX and music; of those, at least a dummy (empty) sample.cat SFX file
is absolutely necessary. Thus, three new packages might be required:
openttd-original-graphics, openttd-opengfx and openttd-original-sound.
Then, openttd would depend on ( original-graphics | opengfx ) and either
recommend or suggest the sound package.

With your packaging solution, the bare openttd package should
install a dummy sample.cat file so that the game starts even if the
sound package is not installed, and maybe even pop a first-run dialog
informing users that they will only get sound if they install the said
package.

Nevertheless, even if this script is a temporary fix, it would make life
easier for unexperienced users while The Right Thing (TM) is done
regarding the additional packages. However, I've suddenly noticed: I'm
using gksu and zenity, but what about KDE-based setups?
