Presently run-mailcap will run mailcap "test" commands even
though the rule will eventually be discarded because of
needsterminal or copiousoutput flags.

I'll follow up with a patch that fixes the problem by moving the
block of code.  (There are zero changes other than the code
movement in the patch.)
