I suggest adding something like this near the top of the copyright file: Cuneiform is licensed under a variant of the BSD license; see below. However, there are OCR dictionaries for which upstream does not have the source code and thus are shipped as binaries only. Due to this partial lack of source code, Cuneiform can not be in Debian, and thus is in non-free. For details, see bug 496264.
