I can confirm that adding SSHMenu to the GNOME panel using the Debian
packages does not work, at least in current sid.

However, a bit of investigation reveals that this issue is not exclusive to
SSHMenu; Ruby-GNOME panel applets currently do not work at all. eg:

$ /usr/share/doc/libpanel-applet2-ruby/examples/hello-applet.rb
/usr/lib/ruby/1.8/panelapplet2.rb:8:in `require': no such file to load --
panelapplet2_main.so (LoadError)
    from /usr/lib/ruby/1.8/panelapplet2.rb:8
    from /usr/share/doc/libpanel-applet2-ruby/examples/hello-applet.rb:12:in
`require'
    from /usr/share/doc/libpanel-applet2-ruby/examples/hello-applet.rb:12

$ /usr/share/doc/libpanel-applet2-ruby/examples/clock-applet.rb
/usr/lib/ruby/1.8/panelapplet2.rb:8:in `require': no such file to load --
panelapplet2_main.so (LoadError)
    from /usr/lib/ruby/1.8/panelapplet2.rb:8
    from /usr/share/doc/libpanel-applet2-ruby/examples/clock-applet.rb:12:in
`require'
    from /usr/share/doc/libpanel-applet2-ruby/examples/clock-applet.rb:12

It is possible that this problem has gone unnoticed, beyond this bug, due to
the fact that SSHMenu is apparently the only packaged Ruby-GNOME panel
applet in Debian. In any case, this appears to be a problem with
'libpanel-applet2-ruby' and this bug should probably be reassigned over to
that package.
