I can confirm that adding SSHMenu to the GNOME panel using the Debian
packages does not work, at least in current sid.
However, a bit of investigation reveals that this issue is not exclusive to
SSHMenu; Ruby-GNOME panel applets currently do not work at all. eg:

It is possible that this problem has gone unnoticed, beyond this bug, due to
the fact that SSHMenu is apparently the only packaged Ruby-GNOME panel
applet in Debian. In any case, this appears to be a problem with
'libpanel-applet2-ruby' and this bug should probably be reassigned over to
that package.
