Package: mini-dinstall

Hi,
installing new packages into a repo is easy with mini-dinstall there's
no easy way to get rid of them again. I'd be great if mini-dinstall
could be told by command files dropped into incoming to remove packages.
The format could be compatible with .command files:

Since this could then be handled by dput once #302292 is fixed:
