This is intended. ia32-apt-get deliberately conflicts with ia32-libs, as it was removed from the ia32-libs-tools packages due to pressure on debian-devel, as you can see in the changelog: http://packages.debian.org/changelogs/pool/main/i/ia32-libs-tools/ia32-libs-tools_22/changelog * Drop ia32-libs and ia32-libs-gtk by popular demand.
