IIRC the problem consisted of two parts: 1. fmtutil failed if the "file older than 5 years" messages appeared 2. The format mllatex needs the scrollmode to generate the format successfully (this is #534199). As you had the version, which should have the fix for 1. you should only run in 2. . I guess the LaTeX team would like to prevent people from using old versions of LaTeX and running in old old (long fixed) bugs.
