The initscripts seem to be the wrong place to do this. I believe it should be done by the kernel, if there is some useful entropy in the kernel messages. After all the kernel is the one that keep track of the entropy. If the MAC address should be added to the random entropy, the kernel should do it when a new network device is discovered.
