This is a known issue. We're (actually some others are) working on
texlive 2009 which will ship a newer csquotes package. Please be
patient. :)

PS: As a workaround you can download csquotes from dante, copy it to
/usr/local/share/texmf, and run mktexlsr on it (just in case you
didn't know yet).
