Hi,

as a responce to introducing Multiarch to debian-devel it was
mentioned that pkgconfig does not (yet) suport *.pc files in multiarch
locations. I further discovered that *.pc files are in some library
packages instead of their -dev counterparts in violation of Policy
8.2.

Please create a check for *.pc files that they are in the right place
(/usr/lib/pkgconfig/) and right package (-dev).
