Hello,

I found that fill-paragraph (and/or fill-region) often run over the
fill-column. In fact, this behavior is different from auto-fill-mode.
The problem in question and the solution (patch) are available at:

The file should be patched is "lisp/textmodes/fill.el". In the case of
Emacs23, thanks for packaging it, the offset may be 719 instead of
713. Would you take a look at that patch?, and hopefully import it if
possible.
