I'm afraid I can't reproduce this problem, even using your locale
settings.  Perhaps it was due to a bug in the man or locale packages
which has since been fixed.  Can you try to reproduce it yourself?

$ dpkg -l debget; LANG=C LC_CTYPE=de_DE man debget
