Package: aptitude

I often see the following behavior: 'aptitude upgrade' says it needs
to get several packages, prompt me whether to continue, I say yes,
then it fails with '404 Not Found' errors.  

Then I redo 'aptitude upgrade' right away, and it often works.  Why
does it fail the first time?

Here is an example from this morning:
