This behavior changed for the worse several months ago, not sure about the version when it broke (currently on unstable, pidgin 2.5.8-1+b1). I am using Metacity and Gnome.
1) if the buddy list window is on another workspace and is visible, clicking the tray icon does nothing. If the buddy list window is invisible but was last on another workspace, it will appear on the current workspace when the tray icon is clicked. 2) if the conversation window is on another workspace and is visible, double-clicking a buddy in the buddy list appears to do nothing... until you hit Alt-Tab to switch windows, and then the conversation window is on the window switch list of every workspace! Selecting it draws an outline of the window on your current workspace... but does nothing else, the window is still on the other workspace. If the conversation window is minimized, double clicking a buddy name will cause it to become visible on the current workspace.
