I've just thought that this would be solved if #46049 was solved, but
that's not true, as people might also want to remove entries from the
"default" debian /etc/services,.. and this would still be reverted by
upgrades....
Isn't it possible to simply recommend or suggest ucf, and use it if
it's there?
