For me, the build-depends on cmake and libphonon-dev are not necessary because there is already a build-depends on kdelibs5-dev (which provide this 2 build-depends). Just to make a clarification, if you do theses modifications on Debian (official repository), this will affect only current development release ( Debian unstable, Debian testing and Ubuntu karmic). This doesn't change the package for previous release (Hardy for example). If you want to support more releases in your own repositories, and your own .deb, you should stay like this to support more release. But for official Debian repository, this 2 build-depends are not necessary.
