I can't reproduce this. I see the following rules fire:
X-Spam-Status: No, score=-0.6 required=5.0 tests=AWL,BAYES_50,MISSING_MID,
SPF_HELO_SOFTFAIL,SPF_SOFTFAIL autolearn=no version=3.2.5
when sending mail from a domain (csail.mit.edu) that lists an SPF record of
"v=spf1 ip4:128.30.0.0/15 ip4:18.26.0.0/16 ip4:18.31.0.0/16 ip4:128.52.0.0/16
ptr mx ~all"
The relevant received header is
