I got this message with one of my packages:
W: libhdate-perl; Module package has no dependancy on perl or perl-base.

According to the perl policy (section 2.2, perl base):
As Perl is currently used by such things as update-alternatives and some
package maintainer scripts, it must be priority required and marked as
essential.

Since it's essential, I don't need to declare the depenedency.

p.s.
I added the missing perl depencency.
