Because I have misread the rules file when I quickly skimmed through
it to see what was supposed to be in the header. I thought this line
was for the quotarpc script:
dh_installinit --update-rcd-params="start 35 S . stop 85 0 6 ."
--no-start
But I see now that I misread. This was the line for quotarpc:
dh_installinit --init-script=quotarpc --update-rcd-params="defaults 21
79"
