Since the default Python is 2.5 for long ago, and this is a 2.4-specific
issue, I suspect it would not be a major issue to mark hgsvn as "use
Python >= 2.5 only" via something like "XS-Python-Version: >= 2.5" (see
http://www.debian.org/doc/packaging-manuals/python-policy/ch-module_packages.html
for details, though I believe you know that already).
Surely it works perfectly (yet) under 2.5.
