Prior to upgrading to the 2.6.30 kernel, I was getting great results from the fglrx driver. Windows would drag smoothly and become semi-transparent. I could use the X video extensions for video output from Kaffeine, vlc & mplayer (but the GL video didn't work). And I was getting a lot of desktop effects, such as virtual desktops sliding from one to another.

Any ideas on why the current driver's performance is so pitiful?

So we are getting closer ! Did you build the module with module-assistant ? And could you attach /var/log/Xorg.0.log ?
