The Policy requirement was specifically intended to require every package that uses a patch system to include a README.source, so this isn't a misinterpretation of Policy. Lintian is warning about exactly what Policy was intended to require. It may well be that the Policy dictate is wrong, and that should be discussed, but as part of that process.
