The nsd3 init script assumes /var/lib/nsd3/nsd.db is the location of the nsd 
database and if is not present,
will call nsdc rebuild. This is quite possibly not the case on a system where 
the admin has decided to run
nsd3 in a chroot.

It seems to me that it should be the responsiblity of the user to build the db. 
If they update the conf files,
then it's their responsibility to rebuild the db anyway.
