They're currently all documented in Developer.wml... I suppose we
could extract just that section and include it in Developer.wml if
that was more optimal. I could easily wrap the current section in
comments or something if that helped.
The actual complete valid list of tags is kept in a different place
than that, and the right way to get it is to check the contents of the
@gTags or $config{tags} variable in /etc/debbugs/config.
