Yes - they are applied now in SVN, pending next packaging release....or actually it is not "applied" but adjusted for the structural change done by Peter and adjusted to use parsing as suggested in Debian Policy (without the safety check: if user screws up, then things break loudly).
There is still the corner case of packages using multiple build systems, but since it is is disabled by default such packages (if they exist at all) should simply not enable parallel build.
