I cannot reproduce the bug (http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=251654) for Tk 8.4.19. There could be a problem in inputing cyrillic characters if your working locale is indeed C. But the symptoms would be different - you would not get any symbols at all.
