Wouldn't "Depends: network-manager-gnome | wicd" be a solution?

That way network-manager-gnome would always be installed by default,
serving usefully those who aren't confident of maintaining their own
systems without help.  But it would also allow those who know what
they're doing to deliberately install wicd instead.  

It wouldn't affect the less advanced users, because you'd need to
deliberately select and install wicd in order to get it, it wouldn't
happen by accident.  Normal users would only see network-manager-gnome.
